The Rotary Club of Parkland After Dark award this to a student entering their first year of post-secondary education, and they say explicitly that registered apprenticeship programs count. Preference goes to students demonstrating financial need or a strong commitment to good citizenship and volunteerism, which is an either-or rather than a both, so a student with one of the two should still apply.
